Roy Parmenter, an FBI agent in San Diego, is on a mission to apprehend a notorious Soviet spy known as Scuba, who has been responsible for the death of his partner twenty years ago. Scuba is currently blackmailing the Soviets by systematically killing their agents, including those deep undercover awaiting orders - referred to as "sleepers". While conducting a routine background check on high school student Jeff Grant, a prospective Air Force Academy cadet, Roy uncovers that his parents are sleepers. He must determine if Jeff is also a spy while protecting and confronting the family, all while staying one step ahead of Scuba. As tensions rise, the Soviets send their own seasoned spy-catcher, Karpov, to track down Scuba, leading to shifting allegiances in this game of cat and mouse set against the backdrop of espionage and betrayal.
